Step 1
If you would like to create the wheel, the first thing you need to do is to draw a cylinder using Disc tool.

Step 2
And then you need to bring out the numeric panel ( n ) and set Sides to 16 and Segments to 2. Later, you need to close the panel and press Enter to confirm the setting.
